These pads reduce play in the handlebar and need replacing at regular intervals, as they wear over time and can fall off.
In some cases the screw holes in the folding mechanism have widened, and then these pads will not solve the play in the handlebar. You can buy a length of hose and cut it to get firmer, wider pads.
